Maui High Performance Computing Center (MHPCC)/Boeing Co. November 2001 - present.
Director, Program Management. Managerial / Supervisory Capacity: Responsible for the successful execution (performance, cost, and schedule) of all Directed Technical Tasks (Delivery Task Orders), in excess of 28 million dollars in awarded efforts, at the Maui High Performance Computing Center. Interface with all levels of customer (AFRL/DE) and sponsor communities (including HI based DOD, nationally significant government agencies, FFRDCs, and associate contractors) to establish, maintain and expand business relationships to formulate continuation and creation of additional business scope and program opportunity marrying customer requirements with enterprise-wide capabilities (to include contractor reachback support). Organizational direct report responsibility for approximately 20 Boeing personnel.

Sun Microsystems Inc (Sun) January 2000 - November 2001.
Sr. Program Manager, HPC Strategic Business. Managerial / Programmatic Capacity: Responsible for the overall program/project plan including budget, structure, schedule and staffing requirements. Coordinate, communicate, and collaborate tasking activities among Engineering, Service, and Sales to ensure customer requirements are satisfied through specific deliverables. Manage inter-related efforts of the company, customer and third party vendors. Work with executive management to facilitate communication and resolution of issues, ensure successful closure and follow-up, as appropriate. Lead internal staff meetings, meetings at customer facilities, record actions and manage status reporting. Establish, develop, and maintain strategic customer relationships. Created company's first contract vehicle with the HPCMP office and all Major Shared Resource Centers (MSRC) and Distributed Centers (DC), including MHPCC. Selected Programs relating to MHPCC include DoD HPCMP and PIPES.

Maui High Performance Computing Center (MHPCC)/Veridian Inc February 1997 - April 1999.
Sr. Program Manager. Managerial / Supervisory Capacity: Responsible as Navy's on-site manager / team leader facilitating field site activities for multiple complex projects at the Maui High Performance Computing Center (MHPCC) and at the Pacific Missile Range Facility (PMRF). Program technical focus activities included: high performance parallel computer processing; software requirements definition, test planning, development, and documentation and configuration control; Space Time Adaptive Processing (STAP); Signal Processing; Remote Sensors; Data Fusion; and Modeling & Simulation efforts. Provided coordination, oversight and primary liaison support among and between field sites and customer. Managed contract performance, analyzed monthly fiscals, reviewed planning & scheduling, prioritized resourcing, and monitored day to day operations at field sites. Responsible for ensuring all administrative, business, project, and organizational functions at field sites were accomplished in compliance with program objectives, and in accordance with standard business practices and procedures, contract terms & conditions, and Federal Acquisition Regulations (FAR). Planned, prepared, and monitored execution of management plans, Program Plans, Team Work Plans, Statements of Work (SOW), Task Order Agreements (TOA), and Military Interdepartmental Personnel Requests (MIPR). Defined milestones, measured accomplishments, and evaluated variations from baseline projections using multiple performance measurement standards from Cost Status Reports to full earned value criteria. Selected Programs included E-2C initiatives, Project Albert, and various classified programs.

Science Applications International Corporation (SAIC) December 1993 - January 2000.
Director, Reconnaissance Programs. (April 1999 - January 2000.) Managerial Capacity: Provided daily interaction with customers to develop strategic opportunities. Successfully established new business area for company with Office of Naval Research (ONR) and formed teaming partnership with winning prime for multi-year Task Order contract. Assisted in the development and execution of complex, interrelated focus areas and technology thrusts to formulate meaningful Future Naval Capabilities (FNC). Provided administrative management of contract performance for efficient and economical accomplishment of designated goals; provided direction to support staff and provide liaison interface with the Government and prime contractor personnel. Selected programs included E-2C and PMRF initiatives.

PM Support Manager. (December 1993 - February 1997.) Program Management Support Services: Provided programmatic / business / administrative support for multiple programs including numerous nationally significant classified efforts. Provided PM oversight support for more than a dozen programs, projects and initiatives simultaneously. Program technical focus activities included: Radar Signal Processing; STAP; secured computer connectivity and processing; and remote site infrastructure development efforts. Served as the principle
customer business liaison interface assisting multiple DARPA Government Program Managers with the development of comprehensive strategic plans, management plans, and business operating plans to organize and optimize mission concepts into executable projects and programs with defined direction and resource allocation. Prepared budgets, monitored financial transactions, analyzed financial data, and prepared financial reports, statements and projections using complex spreadsheets and computerized information systems. Reviewed bids and proposals, and reviewed and maintained contract records and documentation. Facilitated the administration, monitoring and documentation of all project activities including quarterly progress reviews, technical exchanges, conferences, and steering committees ensuring compliance with appropriate DOD Management Control Techniques. Responsible for the coordination and fiscal implementation of multiple program activities with various Project Offices, government facilities, national laboratories, Federally Funded Research Development Centers (FFRDC), academic institutions and performers from contract establishment through technical execution. Selected Programs included Mountain Top, Crest, and RL-STAP; all initiatives associated with MHPCC.

McDonnell Douglas Technologies Incorporated (MDTI)February 1989 - December 1993.
Program Manager. (January 1990 - December 1993). Program Development and Coordination: Planned, managed, supervised, and directed multiple program activities, in excess of , from contract award through technical implementation and demonstration by coordinating and providing leadership to an engineering, manufacturing, administrative and support staff of approximately 50 personnel, including contracts, finance and program control departments. Program technical focus activities included signature reduction and multi-spectral stealth technology development and demonstration efforts. Scheduled and managed personnel resource allocation, established work statements and prepared personnel assignments and performance evaluation inputs. Established budgets and manpower plans, prepared cost/pricing projections, coordinated and obtained budget approvals and resource commitments from the executive staff. Consistently executed program milestones on schedule and within budget. Routinely prepared and presented program and business plans and briefings to corporate executive staff and to government customers. Served as principal customer interface for designated projects. Reviewed and approved all program related contracts, purchases, and other direct and indirect cost documentation. Effectively managed activities using C/SCSC earned value criteria. Evaluated business opportunities, developed proposal strategies, and directed proposal development activities for the Land Division business unit.

Sr. Systems Engineer. (February 1989 - January 1990). System Level Concept Development and Integration: Successfully provided system engineering support, including establishing and maintaining configuration control of historical engineering rationale and documentation for a man-rated vehicle signature reduction program from design concept through product manufacture and test. As principle engineering liaison, interfacing with multiple external customers, analyzed and weighted programmatic and technical needs to establish top-level design concepts and requirements, reviewed technical drawings and documentation to develop interface control documents (ICDs) and specifications. Conceived and developed responsive alternative designs. Chaired coordination, review and approval committee for all Engineering Change Requests (ECRs). Conducted test planning and readiness reviews and served as on-site contractor Field Manager for an Advanced Concept Test Demonstration (ACTD) activity. In a programmatic capacity, responsible for compliant Contract Data Requirements Lists
(CDRLs) submissions; consistently met schedule and expenditure requirements as a certified Cost Account Manager (CAM) for all systems engineering work breakdown structure tasks.


General Dynamics/CONVAIR July 1988 - February 1989.
Sr. Quality Engineer. Procurement Engineering Liaison: Established product/parts quality requirements. Developed procurement specifications. Reviewed vendor Bids and Proposals. Ensured contractor conformance to quality terms and conditions for assigned programs. Conducted supplier surveys, audits, and inspections and performed systems test and acceptance testing. Planned and implemented corrective action policy and procedure. Initiated corrective action investigations and evaluated supplier corrective action plans. Reviewed and approved engineering drawings. Performed destructive and non-destructive testing analyses on piece parts and systems. Program technical focus activities included large scale manufacturing of tomahawk cruise missiles.


Texas Instruments June1986 - July 1988.
Reliability/Project Engineer. Engineering: Performed reliability related predictions including mean time between failures (MTBFs), failure mode effects & criticality analysis (FMECAs), loading analyses, math modeling, trade studies, etc., for electronic systems. Actively participated in design reviews. Performed customer source inspection (CSI). Prepared program plan inputs. Program technical focus activities included EMD for an advanced electronic emitter location system.
